Even Gentiles, who do not have God’s written law, show that they know his law when they instinctively obey it, even without having heard it.

The older versions say the Gentiles were a law unto themselves. Paul reminds us that apart from external laws, God has given each of us a conscience which regulates our behaviour. God will judge each of us according to how we respond to the light he has given us.
