He grew up before him like a tender shoot,
and like a root out of dry ground.

Tender shoots need water, sustenance and a suitable natural environment to flourish.
Jesus was planted into the arid soil of a corrupt age, into a nation overtaken by ritualism and legalism. Even his Davidic heritage had been destroyed. There was nothing here to support him, yet he flourished because he did the things which pleased his Father and so his Father was always with him (Jn 8:29).
