With many similar parables Jesus spoke the word to them, as much as they could understand. He did not say anything to them without using a parable. But when he was alone with his own disciples, he explained everything.

Mark 4:33-34

At the beginning of his public ministry, the Lord Jesus spoke plainly, with easily understood language: for example, in the Sermon on the Mount. Later when Israel’s spiritual leaders wilfully refused to believe him, he continually spoke to them in parables because they were ever hearing, but never understanding. (Isa.6:9) Their wilful sin met with correspondingly severe judgement.
